75% of visitors never see advertising site

Interesting survey published in the field mediapost.com shows that an ad placed above the box is seen by 100% from site visitors, however only 60% of them in fact it noted. And if it is placed below into the box, only 25% of visitors to your site in general will see it.
This means that 75% of traffic from visitors to your site will never see the ads into the box, although advertisers continue to pay for their broadcasts. (in case it refers CPM ad)
